Hong Kong Customs offers have raided 12 stores in the territory, seizing 1100 bottles of counterfeit makeup removing solution.
The solution – believed to be branded Bioderma – is estimated to have a value of about $120,000.
The raids and seizures have been carried out progressively over the last three weeks, after information was received from the trademark owner.
Seven men and nine women, aged between 24 and 58, were arrested in the raids and released on bail pending further investigation.
The Head of the Intellectual Property Investigation Bureau, Louise Ho, said Hong Kong Customs would continue to take stringent enforcement actions to combat counterfeiting activities.
She also advised consumers to contact the distributor or report to Customs if the authenticity of their purchased products was in doubt.  Retailers should also be cautious and prudent in merchandising.
Under the Trade Descriptions Ordinance, it is an offence to sell or possess for sale any goods with any forged trademark. Upon conviction, offenders are liable to a maximum punishment of imprisonment for five years and a fine of $500,000.
